Sourced from KFF's annual HCBS Waiting List Survey (2016-2025, 9 years of historical data). KFF surveys all state Medicaid agencies directly.

Workforce Data

Bureau of Labor Statistics Occupational Employment & Wage Statistics (OEWS), SOC 31-1120 (Home Health and Personal Care Aides). Annual survey of 1.1M+ establishments.

Spending Data

CMS Long-Term Services & Supports Expenditure Reports (FY 2023) and MACPAC MACStats Data Book. HCBS rebalancing ratios from official CMS data tables.
